A Tallinn cruise stop with limited mobility: how to plan your port day

The short answer: Tallinn is one of the easier cruise stops in the Baltic if you plan the route. Ships berth at the Old City Harbour, about 1 km from the medieval Old Town, and the way in is short and mostly flat. The hard parts are the cobblestones inside the walls and the hill up to Toompea. Enter by the smoother streets, skip the stairs, and keep an hour in hand before all-aboard.

Before you sail

  • Tell the cruise line about your mobility needs when you book, and ask how you will leave the ship in Tallinn: gangway, ramp, or lift.
  • Check your times. Note the arrival and all-aboard times, and plan to be back at the ship at least an hour early.
  • Decide on wheels. Bringing your own wheelchair or scooter, taking the ship's excursion, or renting at the port? A scooter waiting at the terminal saves your energy for the Old Town.
  • Book an accessible taxi ahead. Forus Takso runs taxis with ramps and asks for at least 12 hours' notice.

From the ship to the Old Town

From the Old City Harbour, the Old Town is about 1 km away, a 15 to 20 minute walk for most people. The route is short and largely level until you reach the walls.

There are two natural ways in:

  • Fat Margaret tower, at the end of Pikk street, is the closest gate to the port. It leads straight onto cobblestones.
  • Viru Gate, a little further round, leads onto Viru street. Visit Tallinn notes that Viru and Harju streets have wide, smooth pavements suitable for wheelchair users, and Viru street runs straight to Town Hall Square.

Our tip: if cobbles are hard for you, go the extra distance to Viru Gate and enter there. Come back the same way.

The lower town

Town Hall Square, the surrounding lanes, and the shops and cafés of the lower town are all within a few hundred metres of each other. Expect cobblestones and high kerbs on most streets, and narrow doorways and steps in most medieval buildings. Take it slowly, and plan rest stops in cafés with step-free entrances.

Up to Toompea without the stairs

Toompea, the upper town, has the viewing platforms and the famous rooftop views. Two lanes lead up from the lower town:

  • Lühike jalg (Short Leg) is the shorter way and has steps. Skip it.
  • Pikk jalg (Long Leg) is longer and steep, on cobblestones, but has no steps.

If the climb is too much, take a taxi up and walk or ride the flat stretch between the viewing platforms, then come down by taxi too.

A simple port-day timetable

  1. Morning: leave the ship early, before the tour groups, and enter the Old Town by Viru Gate.
  2. Late morning: Town Hall Square and the lower town.
  3. Lunch: somewhere with a step-free entrance; ask the café before you sit down.
  4. Afternoon: Toompea by taxi or by Pikk jalg, or Kadriorg Park and the Kumu art museum, a short taxi or tram ride from the centre.
  5. An hour before all-aboard: head back to the port.

Arriving by ferry instead

Coming from Helsinki or Stockholm by ferry? The Port of Tallinn helps passengers with reduced mobility at Terminals A and D. Register your needs with the shipping company, or with the port's information service, at least 24 hours before departure. Each terminal has a marked meeting point on the first floor with a phone to call for help, lifts and escalators to the ship, and accessible toilets. For departures, be at the meeting point at least an hour before the ship leaves.

A scooter at the terminal

A port day is short, and the distances inside the Old Town add up. Pinge delivers a charged mobility scooter to the cruise terminal, timed to your arrival, and collects it before you sail. The eTricycle 2 folds to 58 × 58 cm, so it fits through the Old Town's narrower spots.
