Mobility aid subsidies in Estonia: a plain-language guide
How state support for assistive devices works in Estonia today, what the 2027 reform changes, and where Pinge can help.
How it works today
The assistive device certificate.
In Estonia, state support for assistive devices (abivahendid) runs through the Social Insurance Board (Sotsiaalkindlustusamet, SKA).
- 1Get a certificate
A doctor or specialist assesses your need and issues an assistive device certificate (abivahendi tõend).
- 2Choose a device and supplier
The state pays its share for devices and suppliers in the SKA system. You pay the rest.
- 3Go to the supplier
The supplier checks the certificate and applies the support when you buy or rent.
What changes
The 2027 to 2029 reform.
On 29 September 2026 the government sent the Riigikogu a bill that would change how assistive devices are paid for. If it passes as proposed:
- Tervisekassa takes over
Administration moves from SKA to the Health Insurance Fund (Tervisekassa) in stages between 2027 and 2029.
- A digital card replaces the paper certificate
From 1 January 2027 a digital medical device card would replace the paper certificate, and nurses and physiotherapists could issue it too.
- Mobility devices move in 2029
Wheelchairs and other mobility devices would move to the new system in 2029.
- Price caps
Suppliers would work with price caps.
Where Pinge fits
Honest about our status.
Pinge vehicles are not on the SKA reimbursement list yet, so the state subsidy does not apply to an eTricycle today. Here's how we can still help.
- We explain the process
Which documents you need and where to get them, for any device.
- Your local government
Municipalities can have their own social support. Ask your municipality's social worker what is available.
- Lower-cost routes
A refurbished eT 2R, a long-term rental, a monthly lease or instalments, or a free home trial before you decide.
FAQ
Subsidy questions.
Who can get support for an assistive device in Estonia?
People whose need is confirmed by a doctor or specialist with an assistive device certificate (abivahendi tõend). Since September 2025 a formal disability assessment is no longer required for this.
Where do I get an abivahendi tõend?
From your family doctor or a medical specialist. Under the proposed reform, nurses and physiotherapists could also issue the new digital card from 2027.
Is the Pinge eTricycle covered by the SKA subsidy?
Not yet. Pinge vehicles are not currently on the SKA reimbursement list.
What happens to my current certificate in 2027?
The bill proposes that a digital card replaces the paper certificate from 1 January 2027. Ask SKA or your doctor how existing certificates carry over; we will add the details here once they are confirmed.
Can Pinge fill in the forms for me?
We can explain the steps and go through your documents with you. The certificate itself must come from a medical professional.
